PEG/PPG-10/3 Oleyl Ether Dimethicone is the oleyl ether of a dimethicone derivative composed of an average of 10 moles of ethylene oxide and 3 moles of propylene oxide.[1] The number 10 after PPG indicates the average number of linked propylene oxide units. Depending on this number and the type of fatty component attached, its miscibility with oils and application feel may vary. In cosmetics, it is used to create emulsified formulas in which water and oil are evenly mixed, help prevent the emulsion from separating, and reduce hair tangling and rough feel for smoother grooming.[2] It is also used to leave the skin's surface feeling soft and smooth and to lower surface tension so ingredients wet, mix, and spread evenly.[2]
