Oleth-23 is the polyethylene glycol ether of oleyl alcohol, with n averaging 23.[1] The number 23 at the end of the name refers to the average number of added ethylene oxide units; it changes the balance between water-loving and oil-loving portions, resulting in differences in cleansing and emulsifying ability and sensory feel. In cosmetics, it is used to help sebum and impurities wash away with water and to lower surface tension so ingredients wet, mix, and spread evenly.[2]
