Hydroxypropyl Bis(N-Hydroxyethyl-P-Phenylenediamine) Hcl is a substituted aromatic amine salt.[1] In cosmetics, it is used to color hair.[4] In Korea, it may be used at up to 0.4% only in oxidative hair dyes and may not be used in other products.[2] In Europe, it may be used as a coloring ingredient in oxidative hair dyes; the concentration when the product is mixed immediately before use and applied to the hair is up to 0.4%.[3]
