Hydroxyethyl Isostearyloxy Isopropanolamine is a substituted amine.[1] In cosmetics, it is used to help keep emulsions of water and oil from separating easily and to leave the skin’s surface feeling soft and smooth.[3] In Europe, the secondary amine content of finished products is limited to a maximum of 0.5%, and nitrosamine content must not exceed 50 μg/kg.[2]
