Ethanolamine HCl is an organic salt.[1] In cosmetics, it is used to buffer the formula so its acidity does not change rapidly.[3] In Europe, the secondary amine content of finished products is limited to a maximum of 0.5%, and the nitrosamine content must not exceed 50 μg/kg.[2].
