C13-15 Pareth-21 is a polyethylene glycol ether of a mixture of synthetic fatty alcohols with 13–15 carbon atoms and an average of 21 moles of ethylene oxide.[1] The number 21 at the end of the name indicates the average number of added ethylene oxide units. This changes the balance between the water-loving and oil-loving parts, resulting in differences in cleansing power, emulsifying ability, and feel. In cosmetics, it is used to help sebum and impurities rinse away with water and to lower surface tension so ingredients can wet, mix, and spread evenly.[2]
