C13-15 Alketh-21 is a polyethylene glycol ether of a mixture of synthetic fatty alcohols with 13–15 carbon atoms and an average of 21 moles of ethylene oxide.[1] In cosmetics, it is used to reduce surface tension so ingredients wet, mix, and spread evenly; to help sebum and impurities wash away with water; and to help small amounts of oil-soluble ingredients mix transparently or evenly into the aqueous phase.[2]
