C12-13 Alketh-23 is the polyethylene glycol ether of a C12-13 synthetic alcohol mixture with an average of 23 moles of ethylene oxide.[1] In cosmetics, it is used to lower surface tension so ingredients can wet, mix, and spread evenly; to help sebum and impurities wash away with water; and to help small amounts of oil-soluble ingredients mix transparently or evenly into the water phase.[2]
