Steareth-21 is the polyethylene glycol ether of stearyl alcohol.[1] The number 21 at the end of the name indicates the average number of ethylene oxide units added. It changes the balance between water-attracting and fatty-component-attracting parts, resulting in differences in cleansing power, emulsifying ability, and sensory feel. In cosmetics, it is used to help sebum and impurities wash away with water, to create emulsions in which water and oil are evenly mixed, and to lower surface tension so ingredients wet, mix, and spread evenly.[2]
