DEA-Oleth-20 Phosphate is an ingredient in salt form, in which an acid and a base form a pair.[1] The number 20 at the end of the name refers to the average number of ethylene oxide units added, changing the balance between water-loving and oil-loving portions and creating differences in cleansing power, emulsifying ability, and feel. In cosmetics, it is used to lower surface tension so ingredients can wet, mix, and spread evenly; create emulsion formulas in which water and oil are evenly mixed; and help sebum and impurities wash away with water.[1] It cannot be used in cosmetics in Europe.[2]
